PGIN employees received advance salary during community quarantine

The Provincial Government of Ilocos Norte (PGIN) released the advance salary of its employees this month, amid Luzon's month-long lockdown due to the continuing spread of Coronavirus Disease 2019 (COVID-19).

In an Executive Order issued by Malacañang, dated March 16, 2020, President Rodrigo R. Duterte gave the authority to all local chief executives to create programs and any measures, including granting of advance salary and 13th month pay, to affected employees.

"Iyong mga job order, casual, and plantilla positions, tayong lahat— we are all affected residents, ito ang basis kung bakit tayo nagbigay ng advance salary for the month of April," explained Provincial Human Resources and Development Officer, Ms. Fe P. Siazon.

Meanwhile, in a joint memorandum circular, the Department of Budget and Management and the Commission on Audit declared that all contract of service workers and job order workers who will be part of the agency's skeletal force and will be able to physically report and even those who cannot, will be given appropriate additional benefit and they shall be paid with their corresponding salaries.

"We already released the advance one month salary of our employees and we are encouraging the private sector to do it as well," Governor Matthew Marcos Manotoc declared.

In a letter addressed to various private companies operating in the province, Governor Manotoc wrote:

"Aware that a sustained risk of further coronavirus spread will persist for the coming months and thus poses financial threats to the province's workforce, we urge for your continuous support to all your affected employees by way of approving terminal leave, granting of 13th month pay, and giving partial salary or additional stipend to cushion the economic impact of our public situation.

"This would certainly alleviate their condition as we continue ensuring our people's safety in times of crisis," he added.

The Local Finance Committee remains proactive to address the needs of PGIN's employees in any case that the enhanced community quarantine will extend.
